I'd simply push everything out two weeks to give everyone time to sign up. If you make the due date for the stories Feb 28, it's still in February and really, the spirit of the exchange remains the same. Or you could do something wacky and call it March Mischief.
I just think you'll have better participation if you extend the sign-ups a bit longer.
